Dr. Diane Francoeur is an accomplished obstetrician-gynaecologist with more than 30 years of service and a long-standing commitment to women’s health, sexual and reproductive rights, and strengthening the capacity of health care professionals. She continues to practice at CHU Sainte-Justine, a leading mother and child hospital, and serves as an Associate Professor in the Department of Obstetrics and Gynaecology at the Université de Montréal.
From 2014 to 2021, she led the Fédération des médecins spécialistes du Québec (FMSQ), becoming the first and only woman to serve as President. Her leadership focused on health care funding, governance, and system performance. During this period, she founded the IPAM Institute, which focused on the appropriateness of medical acts.
Dr. Francoeur has served as Chief Executive Officer of the Society of Obstetricians and Gynaecologists of Canada since 2022 and was elected Honorary Treasurer of FIGO in 2025.
